I believe the answer is C. "(x+2)²+(y+3)²=9."

The formula for the equation of a circle is (x-h)²+(y-k)²=r². The centre coordinates can be substituted into the equation as (h, k) and the radius can substitute the r.

(x-h)²+(y-k)²=r²
[x-(-2)]²+[y-(-3)]²=3²
(x+2)²+(y+3)²=9
