Garments cannot be made out of coconut fibre because they are very rough and are unable to be sew as it also the break very easily.

The coco fiber or coir is a fiber extracted from the husk of a coconut and is often used to make floor or door mats, mattresses and brushes. It is hard that is only suitable in making upholstery padding and sacking.
