If you have a graph of the function
f(x)=x^2, then you should do such transformations to get graph of the function
g(x)=(x+3)^2+4:
1. translate the graph of the function
f(x)=x^2 3 units left, then you get the graph of the function
y=(x+3)^2;
2. translate the graph of the function
y=(x+3)^2 4 units up, then you get the graph of the function
y=(x+3)^2+4.
