peter is among the enlightened despots and he is credited with a series of reforms that targeted to modernize Russia. he believed that this was the only way Russia was going to survive in Europe. To do this, he had to decrease the powers of the nobility. His reforms were also social such as banning women from covering their heads and the nobility from growing long beards.
