the US government is split into three branches (legislative, executive, and judicial).
Each branch has limited power, and all three branches have collective power that keeps each other in check.

Legislative refers to congress
Executive refers to the president
Judicial refers to the courts

No single branch has full power, but together, the three branches divide power/responsibilities to keep any one branch from becoming too powerful.

This is how we keep rogue presidents in check. Mostly.
