Assuming they mean straight line, then this graph is one-to-one. It is impossible to draw a horizontal line that will cross through more than one point on the diagonal line already graphed.

Contrast this with a parabola where it is possible to draw a horizontal line through more than one point on the parabola. So the parabola would not be one-to-one.
