Is that slope
\frac 3 4? If so, the line with slope
\frac 3 4 through
(3,7) is

y - 7 = \frac 3 4(x- 3)

4y -28 = 3x - 9

3x - 4y=-19

Check: The slope is correct by inspection; at
(3,7) we get

3(3) - 4(7)=9-28=-19 \quad \checkmark
