Explanation:

From y = -2x + 1

comparing with y = mx + c

slope (m) = - 2

Writing in point slope form

y - y1 = m(x - x1)

y - 1 = -2( x - 4)

y - 1 = -2x + 8

Now writing in slope intercept form

y = - 2x + 8 + 1

y = -2x + 9
