When the equation is written in standard form (with reduced coefficients and leading coefficient positive), it becomes
5x -y = -3
Solving for y, you get
y = 5x +3

This is the equation of a line with a y-intercept of 3, and a slope of 5. It will go through points (0, 3) and the point 1 over and 5 up from that: (1, 8).
