Let's look at the slope-intercept form.
Y = MX + B
M= Slope
B= Y intercept.
The slope of the equation is 5/6. So the equation looks like.
5/6x+b=y
The y intercept is -3. Remember it's negative so we'll have to subtract.
The equation looks like:
5/6x-3=y
So the third option is the answer, y=5/6x-3

A slope intercept line is always of the form
y = mx + b

Always. There are no exceptions.
The givens are
m = the slope
b = the y intercept.

That means m is the slope which is m = 5/6
The y intercept = - 3

y = (5/6)x - 3 is the answer.
