Now,
19+5a^4-3b^2
=19+{5×(2)^4-3×(4)^2}
=19+80-48
=51

Hey!
All you want to do here is plug and solve.
19 + 5(2^4) - 3(4^2)
First you would do the exponents and then multiply by the 5 or 3 because of PEMDAS!
19 + 5*16 - 3*16
19+80-48
Combine!
Your answer is 51!
