The most accepted hypotheses is that the word 'Terror' was developed after the infamous 'Reign of Terror' in the wake of the French Revolution.
The reign of terror saw the ruling Jocobins using mass terror tactics including slaughter, loot, violence and spread a general sense of fear among people.
While the term of 'terrorism' is still disputed and many modern scholars argue that the 'reign of terror' was not terrorism per se, the word has stuck out in history and is now widely used.
