a is the intercepted arc of the angle that measures 45 degrees. The rule here is that arc measures twice what the angle measures. If the angle measures 45 degrees, then the arc measures 45 * 2 which is 90 degrees. There has to be another choice there that is cut off. These are inscribed angles, and those are the rules for inscribed angles.
