Check and balance refers to the system in which various divisions of an organized body have power that control other divisions so that no single division become too powerful. This system is reflected in the process of passing a bill. The process of passing a bill involves the senate, the house of representative and the federal government. Both the senate and the house of representative have to agree to the bill before it can be presented to the federal government. The federal government has the power to either agree to the bill or to discard it. If the president decide to discard the bill, the congress can still pass the bill if three quarter of the members vote in favour of the bill.
