McKinley led a presidency that was bent on pushing American agenda in the international arena aggressively, through war, diplomacy and military show off. He advocated for use of open door policy with china,invaded Spain following Cuban war of independence, and in the treaty of Paris,took over possession of colonies in the Latin world such as the Philippines and Puerto Rico. He would therefore have never conceived of a neutral USA during the ww1.
