Correction of the question:

Capitals are 3 of 40 and then three specific capitals...

Solution:
If three specific routes of capitals are chosen, then these will be done without replacement. Therefore,

P(route 1) = 1/40
P(route 2) = 1/39
P(route 3) = 1/38

Therefore,
P(3 routes) P(route 1&route 2& route 3) = 1/40*1/39*1/38 = 1/59280
