The closing speed is (11 mi)/(2 h) = 5.5 mi/h. The faster hiker is traveling at a rate equal to half this value plus half the difference in speeds:
(1/2)(5.5 mi/h + 1.1 mi/h) = 3.3 mi/h
The slower hiker is traveling 1.1 mi/h slower than this, at 2.2 mi/h.

The faster hiker's rate is 3.3 mph.
The slower hiker's rate is 2.2 mph.
