The answer is Ambrose of Milan. He was the first church leader to challenge the imperial authority over the Church. He wanted emperor Theodosius to do penance and make amendsĀ for the massacre of 7000 civilians in Thessalonica. His stand became an important turning point in the Latin Church to evaluate the relationship of the state and the Church.

He ejected Emperor Theodosius from the church and compelled him to do penance over a massacre. He was a supporter of monasticism and instrumental in developing the formal acts of the Church.
