On the added picture is drawn the vertical coordinate line with origin that is intersection point of the coordinate line and water surface. The positive direction is naturally up and the negative direction - down. The Kris's and Graham's positions are shown on the picture.

From this coordinate line you can see that -22<-17 and is father from the origin (if one negative number is placed farther from the origin than another negative number, then first number is smaller than second). So, the right choice is C.
