If it's parallel to that equation, then that means the slope must be the same
Using the equation they gave us, we find the slope:
3+4x=2y-9
12+4x=2y
y=2x+6 (I just rearranged it after dividing both sides by 2)
Therefore, the slope of the equation is 2
So y=2x+b
Then they gave us the point (4,-4) and we can use that to find the intercept by plugging the values in for x and y:
-4=2(4)+b
-4=8+b
b=-12

So the equation is y=2x-12
