We would solve this by plugging in the coordinate values into the equations and solving for k.

a) 4x+k=3y
4(2)+k=3(-3)
8+k=-9
k= -17

b) 3x+ky=6
3(4)+k(-1)=6
12-k=6
k=12-6
k=6
