B - Dramatic Increase in Elementary School Enrollment in the 1970's

A is incorrect as job opportunities are not proportionate to birth rate.

C is incorrect as social security collections do not occur until you are of age - 62.

D is incorrect as the youth culture is always created with whatever youth is present - it's mostly referred to as the young culture or kids culture more than anything and would not be created only because of a baby boom.

Hope this helps!
