Though appointed by Roosevelt, a renowned liberal his conservative actions of protecting segregation in the 1964 segregation was in sharp contrast to his liberal pasts, dating to the New deal administration,which extended its liberal olive branch to a cross cultural America. the judge issued a ruling calling for a consideration of the facts laid down by the Brown case which ruled separate but equal to be illegal.
