dt= (\partial t)/(\partial x) *dx+ (\partial t)/(\partial y) *dy=0\\ =-2x*dx-4y*dy\\ \Rightarrow (dy)/(dx)=- (x)/(2y) \\ At\ P(1,-3)\ \\\\ \boxed{m=-(1)/(6)}
