Proper fraction is a fraction that is greater than 0 but less than 1.

Improper fraction has a numerator that is greater than or equal to the denominator.

In this case, numerator is 21 and denominator is 16.
The numerator is greater than
denominator; so it's improper fraction.

improper because the numerator (top number) is bigger than the denominator (bottom umber)

to make it a proper fraction it would be 1 and
(5)/(16)

or at least that is what i concluded from what i remember
