First thing to do is to expand each one of those binomials and at the same time, move the .5 over to the other side of the equals sign by subtraction. When you do that what you'll get, in the incorrect order, is
x^(2) +.2x+.01+ y^(2) -.2y+.01-.5=0. We will now combine like terms (.01 + .01 - .5 = -.48) and put it into the correct order.
x^(2) + y^(2) +.2x-.2y-.48=0. It's choice B from above.
