Social control theory refers to the theory that holds that crimes occur as a result of social institutions losing control over individuals. The theory assumes that people tend to go into crimes when they have low social attachments. Examples of weak social institutions include: lack of trust in government, break down of trust in government, lack of proper family upbringing, etc.

I believe it's social control theory.

Social control theory states that people's relationships, commitments, values, norms, and beliefs urge them not to break the law. Even those who break laws or violate social norms are likely to share the general belief that those rules or laws should be observed.
