Consider the quadrilateral formed by the two radii to the tangent points and the two external tangents. The angles at the points of tangency are 90°, so add to 180°. Since the sum of angles of a quadrilateral is 360°, that means the central angle (x) and the external angle (70°) also add to 180°.

x = 180° - 70° = 110°
