The preamble to the Constitution states it aims to bring Justice, Tranquility, Liberty, and general Welfare to every American Citizen. Likewise, the second paragraph of the Declaration of Independence says life, liberty and the pursuit of Happiness are basic values of every person, so despotism or tyranny are not allowed in the U.S. Thus, the right answer is C. Both try to bring freedom and peace to American citizens.
