The answer is Franz Gall; localization of function.

Gall believed that mental functions are localized in specific areas of the brain. Behavior of the individual is dependent on the function. He also assumed that the surface of the skull reflects the development of the areas of the brain. This eventually was proven correct by Paul Broca, a French surgeon.
