they confer legitimacy on government.

The concept of democracy resonates that the government should derives it mandate from the people which is called legitimacy. This is in line with the social contract concept of government by consent. When the government governs through popular mandate, it is believed that such a government will be responsive to the needs of the people as well as bend to their will.
