Transportation laws promoting safety precautions, such as the helmet law, lead to an increase in public health. Legislation on speed limits, drunk driving are a few of the most obvious examples. Wearing a helmet, without question, reduces a rider's risk of injury. However, Public education and infrastructure upgrades, protect riders considerably even before helmets come into the scene.
