first off, let's convert the decimals to fractions, and we'll do so by "using as many zeros at the bottom as there are decimals, and lose the dot",


\bf y=0.\underline{2} x-0.\underline{3}\implies y=\cfrac{02}{1\underline{0}}x-\cfrac{03}{1\underline{0}}\implies y=\cfrac{2x}{10}-\cfrac{3}{10} \\\\\\ \textit{and now we'll multiply both sides by the }\stackrel{LCD}{10} \\\\\\ 10(y)=10\left( \cfrac{2x}{10}-\cfrac{3}{10} \right)\implies 10y=2x-3 \\\\\\ \stackrel{standard~form}{-2x+10y=-3}
