The answer should be option A. Roosevelt believed government had a responsibility to help citizens out of the Great Depression; Hoover believed it was the private sector's responsibility. Hoover believed it was possible to improve the economy without interfering with American individualism and this position also rejected direct aid to citizens. Roosevelt felt the government should be spending time to help people who were in economic trouble.
