I believe the answer is:
- being born in the U.S. or its territories
- being born at any U.S. embassy

Jus soli dictates that every person that is born under United States territory has a legal ground to acquire United States Citizenship.
Even though they are located in another country, United State Embassies is still considered as a part of United states territory.
