Presidents generally have "no power or powerless" to significantly affect the structure and operation of the federal bureaucracy.

The power of being president is something beyond a single individual, it is a complicated office. It is the main office at any level of government in this nation that is chosen nationally. If one were to take a gander at the Constitutional criteria determining this office, it would give off an impression of being significantly less ground-breaking than the vast majority accept.
