For this case we have the following system of equations:
Equation A:
2x + (1/4) y = 3
Equation B:
(2/3) x - y = 6
We multiply Equation B by -3 and obtain:

-2x + 3y = -18
Adding both equations we have:

(1/4) y + 3y = 3 - 18
From here, we obtain the value of y.
