Your total cost is ...
(dinner cost) + 8% * (dinner cost) + 15% * (dinner cost)
= (dinner cost)*(1 + .08 + .15)
= 1.23*(dinner cost)
= 1.23 * $8.99 = $11.06

The total cost of your meal is $11.06.
