In a dihybrid cross for pea plants, yellow peas are dominant to green peas and tall is dominant to short. if a pea plant with the genotype yytt was crossed with a pea plant with the genotype yytt, what would the chances be of having offspring that were short with green peas

Assuming there is no typo with the genotypes, both parents are recessive in both traits. Therefore the phenotype of the offspring can only show recessive traits, namely green and short. In otherwords, the probability of having green and short phenotypes is 100%.
