The expression

{4}^(5) * {4}^( - 7) / {4}^( - 2)
is the same as

\frac{ {4}^(5) * {4}^( - 7) }{ {4}^( - 2) }
Which, if we switch the negative exponents, equals

\frac{ {4}^(5) * {4}^(2) }{ {4}^(7) }
And if we combine them, they equal

\frac{ {4}^(7) }{ {4}^(7) }
Then we divide, and they equal

{4}^(0)
