According to the Neutrality Act of 1939, what was required of nations at war in order to buy arms and other supplies from the United States?

The U.S. was required to pay cash and transport materials themselves.

After buying arms and supplies, the nation's had to bring them on their own ships and also provide defensive convoys for them. However, soon the US started to help protect British convoys with US destroyers in an effort to save the allies and protect US interests.

Hope this helps
