General form is

x^2 + y^2 + gx^2 + fy^2 +c =0

So we expand (a-b)^2

(a-b)^2= a^2 -2ab + b^2

x^2-1.6x+0.64 + y^2+1.2y+0.36 =0.2

Make right hand side 0, subtract 0.2 from both sides

x^2-1.6x+0.64 + y^2+1.2y+0.36 -0.2=0

x^2 -1.6x + y^2 +1.2y+ 1-0.2 =0

x^2 -1.6x + y^2 +1.2y+0.8 =0
