This was part of the Treat of Versailles.

France believed that it was a fair amount for reparations by Germany considering the country suffered a huge loss of lives and economy.


Germany was reluctant to agree to a lot of the terms of the Treaty of Versailles, but eventually had to agree.

However, most historians believe that the Treat of Versailles was developed to put a huge burden on Germany and it's allies. The aim was to restrict the economic and social development of the countries so that they can never pose a threat again.

Eventually, the treaty created a weak Germany society, which paved the way for the popularity of the Nazi Party and World War II.
