What would be a non economic cost of a government's decision to build a new highway?

Besides money, there's planning, service, time, bureaucracy, and so many other things that a government has to deal with besides having the money to do so. Specially when it comes to time. After all, the longest, largest, better the highway is, the longer it's gonna take to be completed. Many things that are started by one government can be discontinued by another one. That's why the planning and time parts of such a project are so important.

One non economic cost of a government's decision to build a new highway would be time.

Constructing a new highway would take a significant amount of time. Depending on the distance, location, etc. this highway could take years to build. With this in mind, the government has to assess whether investing this amount of time and resources would be beneficial to citizens in the long run.
