in his first three rounds of golf, Jon scored 72, 78, and 73. What is the highest score he can earn in his fourth round and still have a mean score no greater than 74?

No greater means equal or less. Because the problems asks about the highest score(maximum value), we are going to solve following equation:
(72+78+73+x)/ 4 = 74
(72+78+73+x)=74*4
223+x=296
x=296-223= 73
Answer is 73.
