Congress determines the salary of the US President. However, according to Article II, Section 1 of the United States Constitution, congress cannot change the president's salary while the president is in office.

Hope this helps,

____________________________________________________________

Correct answer choice is :

C) Congress

Step-by-step explanation:

The Congress appears in the United States Capitol in Washington, D.C. Both legislators and senators are elected through direct voting, though jobs in the Legislature may be chosen by a gubernatorial selection. Congress has 535 voting members, 435 Representatives, and 100 Senators. The House of Representatives has six non-voting members describing Puerto Rico, American Samoa, Guam, the Northern Mariana Islands, the U.S. Virgin Islands, and Washington, D.C. in addition to its 435 voting members. Although they cannot vote, these members can sit on congressional representatives and present law.
