A memoir style of writing is all about yourself. It isn't your view on someone else's situation or life, it's your story about your life or situation. Only Rosa Parks herself could write a memoir about herself and her story, because only she knows her perspective and her thoughts and view on what was happening in front of her. Hope this helps!
