Created in response to the British government passing the Stamp Act, which placed a tax on all legal documents (playing cards, newspapers, etc.). They issued a Declaration of Rights and Grievances. Inn the document, they claimed that Parliament could not impose the tax since that there was no representation from the colonies. Eventually, the Stamp Act was repealed, but on the same day, the Declaratory Act was passed. The Declaratory Act asserted Parliament's authority, despite the repeal of the Stamp Act.
