\bf \begin{cases} \stackrel{\textit{volume of 1st cylinder}}{V=216}\\\\ \stackrel{\textit{volume of 2nd cylinder}}{x=\cfrac{7}{8}V-8}\\\\ x=\cfrac{7}{8}(216)-8\\\\ \qquad 189-8\\ \qquad 181 \end{cases}
