The answer is C. A simple sentence has a subject and one verb expressing a complete thought and forming an independent clause. In the sentence Voting rights are the cornerstone of the democratic process, the subject is Voting rights, and the verb is are. This kind of sentence has the most basics elements in a sentence: subjectc, verb and completed thought.
